Zach Shamberg ’10
As president and CEO of the Pennsylvania Health Care Association (PHCA), Zach Shamberg ’10 leads a team dedicated to advocating for the commonwealth’s most vulnerable older residents and their providers of care. In 2022, PHCA brokered a historic agreement amongst nursing home providers, workers’ unions, legislative leaders, and former Gov. Tom Wolf’s administration that raised staffing minimums, introduced accountability provisions for operators, and garnered the largest Medicaid reimbursement increase in Pennsylvania’s history. It’s work that begins with building strong relationships in the legislature and the Governor’s administration. When members of the House and Senate are in the capitol, so is PHCA.
